Supervising Accountant - ACO (Finance)

The County of Riverside's Auditor-Controller Office seeks a qualified Supervising Accountant who will oversee support staff within the Budget, Cash, and Stale Dated areas of the General Accounting Division located in Riverside.
The Supervising Accountant will oversee a staff within the Cash Team in the General Accounting Division and will be responsible leading, training, and developing their assigned reports. The incumbent will be responsible for fund reconciliation, perform journal entry preparation, manage budget maintenance, Form 11's maintenance, year-end encumbrance process, stale-dated, reviewing and approving vouchers, participation/presentation in the Monthly Accounting Meetings (MAM), and assist with cash flows and footnotes to the County's Financial Statements. Prepare and contribute to the Annual Comprehensive Financial Report (ACFR) assignments while adhering to established financial policies and procedures. Additionally, they will research any laws, policies, and/or Governmental Accounting Standards Board (GASB) pertaining to accounting and financial reporting questions; assist external auditors during the annual audit process as it relates to the Accounts Payable and Cash management section; conduct presentations/trainings pertaining to new county policies, governmental financial rules and regulations.
Competitive candidates will have strong organizational and analytical skills, can multi-task between assignments with tight and competing deadlines, and have strong knowledge of Microsoft Excel (including pivot tables, V-lookups, etc.), Microsoft Access, and Microsoft Power BI. Proficient in PeopleSoft Financial Accounting System, and Quantum. Professional level accounting experience in Accounts Payable, Accounts Receivable, Budget Overview, Query modules, and MinuteTraq. Experience within a governmental accounting office and knowledge of accounting principles within a public agency are highly desired.

EXAMPLES OF ESSENTIAL DUTIES
• Supervise staff, and maintain and control the fiscal recordkeeping functions and systems in a departmental accounting function; supervise and participate in the preparation, review, and verification of a variety of accounting, statistical, and narrative reports.
• Examine and analyze complex fiscal recordkeeping systems and procedures to evaluate effectiveness; develop, revise, and maintain forms for fiscal transactions, recordkeeping and budgetary control.
• Review, evaluate, design, implement, and revise accounting systems; review laws, legislation, and policies to ensure compliance and determine impact on accounting procedures.
• Provide guidance and assistance to department and other officials on a variety of accounting and budgetary problems.
• Coordinate the methods, procedures, and work of the accounting unit supervised with other sections, departments, or outside fiscal intermediaries.
• Organize, assign, and review work of subordinate staff; evaluate, train, and provide technical assistance to subordinate staff; coordinate accounting work with data processing systems.
• May perform purchasing or other fiscally related staff services; may assist in the preparation of departmental budgets; perform special accounting-related assignments or projects as required.
MINIMUM QUALIFICATIONS
EDUCATION
OPTION I: Graduation from an accredited college or university with a bachelor's degree in accounting, or another field of study that included at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or external and internal reporting, or closely related coursework. (One year of experience as a professional accountant with the County of Riverside may substitute for the 18 semester or 27 quarter units of specialized coursework.)
OPTION II: Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.
EXPERIENCE OPTION I: Two years of experience as a professional accountant or auditor equivalent to a County of Riverside Accountant II class performing the full range of journey level accounting or auditing assignments.
OPTION II: One year of experience equivalent to a County of Riverside Senior Accountant, which included acting in the lead capacity over accounting and clerical staff performing complex technical accounting or auditing work.
ALL OPTIONS
Knowledge of: Accounting principles and practices including governmental accounting, budgeting, laws, and regulations affecting governmental financial operations; principles of business management and office methods and procedures; data processing systems applicable to accounting operations; the principles of supervision.
Ability to: Evaluate and supervise the work of subordinate staff; interpret and analyze complex data and material and draw local conclusions; understand, interpret, and apply laws, rules, regulations, policies and procedures related to accounting operations; maintain complex records and prepare complex reports and financial statements; prepare oral and written reports; establish and maintain effective working relationships.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
